The City Attorney's Office provides legal assistance to all City Departments and to City staff, and is headed
by City Attorney, Arnold M. Alvarez-Glasman, of the firm Alvarez-Glasman & Colvin. Mr. Alvarez-Glasman brings more than 20 years of government experience to the City of Pomona. Alvarez-Glasman & Colvin is a law firm based in the City of Industry specializing in representing cities and other public agencies. The firm, having been retained to serve and function as the City Attorney since November 1989, is well-versed in addressing the dynamic and complex legal issues of the City.
The City Attorney's Office is an integral part of the City's management team, providing legal guidance, preparing contracts, deeds, ordinances, resolutions, and legal opinions and reports. The City Attorney's Office also represents the City of Pomona in court by prosecuting and defending civil lawsuits and, through the contract-firm, Dapeer & Rosenblit, misdemeanor criminal cases. In addition, the City Attorney advises the City Council and City officers in all matters of law regarding their offices, including political ethics and the Brown Act.
What the City Attorney's Office Does NOT Do:
The City Attorney is authorized by the Pomona City Charter to serve the City of Pomona, its City Council, officers, and staff. The City Attorney is therefore not authorized to provide legal advice to the public, including City of Pomona residents.
